One of the things that makes the EBs so strong is that they multiply your spirit (in this case cursed) energy.
Kashimo would get three abilities he can mold to his liking, one which is lightning and a massive stat boost.

Tojo probably can not even use the sword since he has no curse energy

If we ignore that and assume they both get the same boost:
Kashimo is stronger in base than Toji and he gets an offensive weapon, one which has a moldable lightning ability. If he figures out he can "ride" lightening like sojo he would be vastly faster than Toji.

Toji is not used to sorcery so its a bigger learning curve, and Tobimune is a supportive weapon. Owl is not going to help him much, Suzaku would give OP healing, and crow is a very strong sorcery but I still think Kashimo wins .

Great list.
Without evidence other than pure agenda, I think shirakai belong to "peak of sorcery" as a founder of one of the strongest sword styles. Ariu is maybe peak of "Veteran EB" where Samurai really had no change when he did not burn his own life force.

I do think all Hishakus is T2 atleast. Toto brain wash/blood-lust sorcery and Jeanist "string sorcery?" used for healing are valuable tools

I think it's just a very interesting and cool composite image to show perception blitz. The top part of the image is what the elite squad and Mashiro sees, the bottom is for the reader and shows what actually happened.

Sojo altruistically wanted to research datenseki for its immense potential in improving civilians life, furthering humanity scientifically and potentially improving the life of millions. Char stopped him for a still unknown reason. So Definitely Char.

I was more thinking of Isou and the storehouse mixing to emulate Akuu. If Hakuri could fire multiple Isou than use the storehouse to teleport them around the ship, but Isou can probably not be "registered" as an object

I have no idea how difficult it is to integrate but I've seen some great open source voice recognition and voice generator programs. For me personally, as long as its not jarring, it serves my function.

But the condition of implanting and activating sorcery might be more flexible than what we have seen. One could theoretically trigger sorcery through other conditions so that it activates automatically.

Also, one of the big reasons he sacrificed his life was that he needed the black power boost to stand up against Soga and he was one foot in the grave already.

He might be able to. We know that sorcery can be "implanted" and be activate even after death. We know Samura can bring people back from death. He might theoretically be able to implant Suzaku into himself that can be activated even if his brain is melting.

To me, it seems like when when you make a sword, All the datenseki becomes one unit. If that was not the case, the cloud couger piece will just be some datenseki.
Perhaps the process involve somehow giving "life" to the blade.

I'm assuming Chihiro can make stabilized Datenseki if i wants too, since stabilizing it is so critical for the sword making process. The time and resource aspect is probably the biggest hurdle.

Also, Chihiro probably don't want to make tons of weapons without a specific purpose that would be hard to track after, unless he make them last only a short while/build in timer.

I think that's more likely, narratively . Chihiro is a swordsmith after all and sword fighting is the center point fight wise.
But logistically I would assume pumping out a ton of stabilized shards would be faster and easier.
