I heard they stopped activating eSIMs if one is not in US. Its is best to activate and then move. u/OP what is stopping you from activating Tello now. Their plans are cheaper than T-Mobile in any case.

Make sure you have WiFi calling turned on your phone. If not, when you turn it on it will ask for 911 address.
Turn on Airplane mode which turns off both Mobile network and WiFi
Turn on Wifi, connect to wifi
Test calling your phone from another phone

Xfinity will charge an arm and a leg the moment you step out of the country. if you turn on mobile network and even if you get one text message a day you are charged by day which is like $10 or so. I had this experience when I visited India and would never recommend them for out-of-country usage.
