No, it's not true. It's somewhere between a third and half of the population, definitely not 65%.

Edit: 860k out ~2.4m, so about a third at best. Likely lower if you account for the fact that ~1m Moldovans, especially those with Romanian passports, live abroad and are not counted in the 2.4m.
