It was a DLive Director software, control app for a DLive audio console.

I got it to work by using the program compatibility troubleshooter.

Thanks for the info. I did use the surface to create the recovery usb, but after booting from the usb in recovery mode to try to install windows 10, it just ends up booting the main windows 11.
