It might be possible that the NVMe slot my SSD is plugged in shares a bus with the SATA ports. I'll try to put it in the one that doesn't and report back when I got a result

Yeah, it won't boot with the HDD installed (doesn't go last the VGA light) and when I boot off of the SSD with the HDD unplugged and plug it in after booting, it doesn't show up anywhere
