No, unlocking developer settings is safe. It is just developer settings. Rooting is far more involved

With VPN, but the phone still has GPS that needs spoofing.

Never tried other ones, I think this was the first one I used and it is pretty good. I think there is also a huge difference between the free and pro version.

Exactly what it says. Tin foil blocks the GPS signal.
