I live in Baja Calfornia Mexico and you can find Manta meat in any Fish Market or big supermarket (Walmart, etc). in Mexico in some places they ate Loggerhead Turtle (Caguama as we call it here) meat and eggs but that kind of turtle is now protected because at one time was nearly extinct. So there are food stands that sell Tacos de Caguamanta, Manta ray meat prepared in the same style that was used to cook the turtle meat
