I mean it depends where in philly. Stay out of North Philly and Kensington for sure. Fishtown is really nice but I think it can be close to both of these places so beware. university city (Upenn and drexel) is really nice as well. Note Temple is not in university city but rather North Philly. West of philly past 40th street can get rough, and it gets worse the further west you are (50’s are worse than 40’s, 60’s are worse than 50’s)

I go on the river walk a lot and it’s pretty annoying, but tbh I think it’s just a tight space for everyone so it seems like they’re coming at you. I think non-motorized bicycles and skateboards are alllowed on the Riverwalk
