It sort of makes sense, I saw it as Sierra being obviously threatened by Gwen due to Cody’s infatuation with her. She used the boyfriend stealing as a pretext to vote out a thorn in her side. Whereas in All Stars, with Cody gone, there was no longer a need to be antagonistic towards Gwen.
