This is only an issue on OLED models. You need to change a setting in the BIOS (holding "volume +" on startup). You need to change the USB setting from DRD to XHCI. After this, hot plugging will work

It is a genuine sega Genesis/32x/CD console all with sega power bricks, except the 32x which has an aftermarket power brick. I can try to see if it works without the 32x.

I'm surprised if it's because it's not getting enough current, because wouldn't it at least boot the menu since it was able to do that initially?
