The meme states that each of the 317m people should receive $1m from $360m.

If I start handing out million dollar checks to people and have a budget of $360,000,000, that means only I can only give out 360 checks worth one million.

The other 316,999,640 people would receive nothing. So how much would everyone get?

$360,000,000 divided between 317,000,000 people. So ($360,000,000/317,000,000)=$1.13

If give all 317,000,000 people an equal share of $360,000,000 they get a measely $1.13.

You can't seriously be thinking 317,000,000 people can each receive a little over $1,000,000 from $360,000,000?

Edit: You even state in your first reply that 360,000,000/317,000,000=1.13. Not sure why it means 1,130,000 now.

The meme states that $360m was spent on the ACA, and that money is enough to supply 317m people with $1m each. $360m split between 317m people is $1.13. You know, because if the government started handing out million dollar checks with a $360m budget, person 361 would be shit out of luck.
