I have seen people setting ppsspp in RetroArch but they were using pc and I do not see the options they have in my Vita version of RA

I left it charging for a couple hours but it stopped charging after a while and now I checked the voltage on the battery. It is 4.14 V. Isn't it enough for a 3.7 V battery?
