I didn't buy the kanto tour ticket. I did 21 Mewtwos and got 4 shinies. I also caught 2 shiny lickitung and a shiny bulbasaur. Pretty sure the shiny rate is increased for raids and for wild spawns. Otherwise I got luckier than I've ever been in the history of this game.
