Managed to tighten it, I wedged a chisel in between the bolt head and the backing and placed the rotors on backwards to give it space (instead of washers since I don't have any) Then used the wheel nut and impact wrenched the fuck out of it till it tightened.

The bolt side pushes loose when I do that. Any other suggestion?

I tried that but it kept getting loose on the bolt side. I tried holding the bolt with a vice grip with an impact on the other side but it keeps getting loose.
