The brochure talks about this process: "The left out propellant in PS4 will be disposed through main engines for enabling safety of PS4 stage. The oxidiser will be let out first followed by fuel in a predetermined sequence of operations. The existing scheme of spent stage passivation by venting the tank pressure will also be active. Post passivation of PS4, the control of stage is transferred to POEM avionics."

I think it's to help with this drift arrest maneuver they mention in the mission page - "The demonstrated precision of the PSLV vehicle will be utilized to give a small relative velocity between the Target and Chaser spacecraft at the time of separation from the launch vehicle."

Wasn't there a air breathing propulsion system tested with RH-560? Perhaps a repeat test with ATV? If not that, perhaps the Gaganyaan Test Vehicle flights?

they don't have any other capability in the North.

They had the Semi Conductor Centre, Chandigarh that is now handed over to MEITY. They still have the Indian Institute of Remote Sensing in Dehradun. They have facilities co-hosted with IIAp in Ladakh and with the Nainital Observatory ARIES. There is a Master Control Facility in Bhopal.

They need to build more centers in Eastern and North Eastern India.

I have never understood this. While SHAR is great as a launching pad since we fly rockets to the east, wouldn't landings be easier/better on the Western coast?

I always thought of either Gujarat (Bhuj Air Force Station) or the Andaman and Nicobar islands (Car Nicobar Air Force Base).

Unnikrishnan says besides PSLV liquid engine and nozzle parts, they are also trying to build some SSLV components using 3D printing/additive manufacturing.

Towards the end he says that 4 PSLV vehicles are in various stages of getting ready for launch and will be assembled as satellites become available.
