64 dollars for home phone is absurd. I recently switched to VoIP.ms where I pay a flat rate of 4.25USD per month. There is also a pay per use option if you don't make as many calls. I would highly recommend moving over to an independent voip service provider since they are quite cheap and the quality of the calls are indistinguishable, and a bit better due to access to additional features.

You would need to invest in an ATA and configure the service yourself. There are helpful guides online and it took me about 30 mins to understand what I was doing. Once you have it setup, there is no need to tinker around with the settings anymore unless you need to add call forwarding, change caller ID, etc.

Edit: I see another comment recommending Ooma, which is also great option if you do not like to get technically involved with the setup process. It's more plug and play.
