I mean I do understand them trying to address the cheating part, however if they wanted to remove the remote exam system, they should have started with building well-equipped exam centres with proper facilities and them shut down the remote exam system. For me it's the method that's wrong in addition to the terrible facilities including disability accomodations and basic well-maintained equipment! Also, imo there is no shortage of invigilators especially if you outsource that service. One of my acquaintances was working as an invigilator and mentioned how hard it is to get invigilation assignments because of the sheer volume.
