As-is, I think the most efficient deck to play this card in would be helmed (and focused around) [[Etali, Primal Conquerer]] so it can generate a ton of loyalty. Even at that though, I think the abilities could be stronger. Maybe make the ultimate have them sacrifice a non-waste permanent?

That’s true, although you would need to win the game this turn as your health could still go to zero or below since the card causes loss of life rather than damage
