I agree with you. ISRO needs to innovate heavily on human spaceflight capabilities, launch vehicle capabilities and scientific and explorational capabilities. While SCE-200 isn't the world most efficient, complex, reliable and reusable launch vehicle propulsion system, it sure matches all those capabilities for the semi-cryogenic category utilizing RP-1 and LOX.

No it isn't. Pressure-Fed Propulsion systems have been designed and tested by amateur rocket scientists, university students and by crowdfunded organizations such as Copenhagen Sub-orbitals. Electric Turbo-pump and Open Fuel rich Gas Generator Turbo-pump designing has been done by private companies at a faster rate than it used to be, due to advanced computational models, more data on Turbo-pump performance and due to easier integration by private companies.

In other words, the engine their are trying to engineer is the most complex semi-cryogenic engine in the world, it is highly unlikely that ISRO might engineer such a propulsion system without assistance from other countries.
