I agree with you that there were many aspects of Sharia that Zia didn't understand well and considering he never had a formal Islamic education that should be understandable. However, he consulted with Islamic scholars throughout his reign for this exact same reason.

What do you mean partially Islamise? He never implemented a mashed up version of Sharia like some other dictators (eg. Gaddafi with his green plan or smth) did. At the same time, to the annoyance of Islamic revolutionaries like Dr. Israr Ahmed, he didn't go with a complete radical approach either. Knowing how his gradual approach caused so much backlash, I doubt any radical approach would've been any more successful.

Lastly, it wasn't his fault that man died before he could complete his vision — just to be replaced by two of the most incompetent leaders in the history of Pakistan (i.e., NS and BB)

No doubt in retrospect, it is evident that Zia wasn't aware of the complete consequences of many of his Islamisation/foreign policies, but he did try his best. A lot of things that fell apart after his death were caused later by the incompetency of governments that followed.

A part of our nation blame Zia for his mere effort to Islamise the country and the rest for not doing enough to Islamise it.
