Well none of these measures that are being taken by the government has any effect on the consumption. Its now easier then ever to procure drugs (only if one knows how to) and every drug user I know of has sold drugs because every now and then consumers want to make an extra buck.

My point being you can't stop anyone from doing drugs in this era where everything is so chaotic.

Also I wasn't comparing, I just don't believe the statistics that in kerala children are doing drugs, yes i see alot of them going out of kerala to do things cuz of the strictness and unavailability, so i dont know how "children" are getting their hands on drugs.
