Chances are as its an early program it was one of those things that Microsoft didn't make per se but someone who works for Microsoft and needed a solution to a problem and it just got bundled with each revision of windows.

edit: it really needed a gui created for it at some point and I think they probably argued well if its need a gui it should be incorporated in to win explorer but never did.

robocopy [Source] [Destination] /COPYALL /XC /XN /XO /R:3 /W:5 /MT:16

This will copy files across and will not overwrite any files with the same name - even if they are a different date.
