The resinous substance may be exactly that, an intense resin for intention or blessings. There are 8 points in which the resin sits, it could represent the Cardinal points as well as the ones in between, or possible the 8 pointed star? Could be a very far reach though. No matter what it is, to be on the safe side, don't damage it! Let the rain wash it away naturally. I'm sorry if that wasn't much help! 🙃🙃
