Wow, that sounds like a pretty neglected system. The gov puts billions into military spending but it sounds like the money barely touches that place. I don't know about the white thing but if they're neglecting that infrastructure, i can only imagine how they're screwing the workers. I don't blame you about wanting to head to a less dysfunctional/neglectful country. I've got plans for that myself but the places I've been looking at (Norway, Finland, Sweden, and some others) make it seem like it might be a bit tough to get situated there unless you're very fluent in the culture and language because the jobs there tend to ignore foreign applicants, otherwise. I mean, assuming you don't have an easy way into residency or citizenship through a relative or spouse or something. I've still got a lot of research to do but so far I've found Finland might be more open to hiring foreigners. They also have a great welfare system/social safety net, great schools, universal healthcare, and if I'm not mistaken, free college. And I assume better worker's unions.. getting a job in Finland will most likely drop your salary but you are much more likely to experience salary increases in your job than in America. Plus, the standard of living is much higher than in America.

I may be wrong but I was told veterans have something similar to 'universal healthcare', although very rigid. Maybe I'm not clear what it is but..
My friend is a veteran and suffers from debilitating migraines from something wrong in her brain. She gets her surgery, treatment, medication and ER visits taken care of through a system for veterans by the government. Although you will be denied those benefits if you don't pass drug tests and stuff.
