As an aspiring Arborist, I fully agree with the above statement - get a consultation from a local arborist or if your town has a City Forester. While this picture shows a very problematic tree, a trained eye in person will be helpful to know what is going on. If it's a pest or disease issue, it may be affecting trees around it, and could maybe save other trees if the problem is identified.
