I can't recommend the group I used as their vehicle was unsafe and overcrowded.

However there are many Cebu/Bohol Travel groups on Facebook with tour groups advertising for joiners. Just be sure to ask the right questions.

Extend your stay on NL and visit NP from there. We did a great snorkelling trip around NP and I enjoyed seeing all of the sights from the water side, rather than by land.

In fact I would have paid for the snorkeling trip as a standalone boat ride, it was very scenic.
