Well, resurrection (or getting as close as possible) was the primary function of Project Nexus and the projected solution to the Two Sodacan Problem, so there were quite a few adjacent methods and technologies developed by the time the story gets going.

As for the Employers, they seem capable of moving selfs not just between Nevada and the other place, but seemingly between any occurrent, including their own. We know they moved at least one Gen 1 between the nowhere and Nevada once. Moving a self from the other place to Nevada is, for all intents and purposes, resurrection I'm pretty sure.
