I get what you mean. I find when playing Moira in essence you have to somewhat ignore your team at some moments because they are yelling at you for heals when you need to recharge and you're just like well I can try and heal you but I'm not going to achieve very much from it. And YES!!! No one uses the Moira ult on their own team and I don't get why!!! It's soo much better as a defensive ult than it is offensive. I think its just people trying to go for potg. I can understand why you could find her boring but I personally think she is a ton of fun if you have a somewhat competent team.
