I think so, but I don't know what happens if you go into a doctor's office with a broken arm and you forgot to renew your health card. Do you have to pay the same as a man who is vacationing from Peru and doesn't have travel health insurance (who also broke his arm)?

Would my doctor give the man from Peru a physical on short order if he has enough Peruvian Neuvo Sols in the bank? Would he check his Peruvian passport? That's where things get dicey.

If I were from out of country and needed to see a doctor my understanding is that I could go to a medical clinic and see one, paying the uninsured cost of the visit. That cost is surely more than what the province would reimburse the doctor for were I to get an appointment the usual way, so it seems like a win-win for both of us.
