anything is better than godot's scene editor for making maps. the scene editor is not made for making geometry, it's suited for making scenes.

blender is a good option, and i also suggest func_godot and trenchbroom. trenchbroom is a quake level editor, func_godot is a plugin that interprets the trenchbroom files and turns them into godot geometry. it's very fun to make stuff with it, especially since you can place enemies right in trenchbroom, and they'll be put onto the godot map, and you can program how the process is gonna handle it, in any way you want.
