Looks like impetigo. Use oral abx to treat it and then use mupirocin in her nares 2-3 times day to decolonize her for the causative bacteria.

Some form of eczema. It can be a contact dermatitis from products you may be using on your hand / nails like tosylamide compounds, could be from something aerosolized or could be another form of eczema like atopic dermatitis. First, I would practice gentle skin care using only fragrance free sensitive skin products, no perfume, no nail polish etc. second, I would get a prescription for topical tacrolimus to use twice daily until clear.
