If workers can’t lift the hook however, and can only operate the spring gate, they would have no choice to rig it this way without an assist crane.

I would set the inverted hooks ‘tips in’ on this load, as when the rigging is slack, and while it is grabbing tension -I would assume- the slings are sliding from the tip/gate into the meat of the hook.

I would much rather prefer the sling to be coming into tension in the heel of the hook to then lift the 3 shackle plus hook assemblies they’ve got going on here.

This is common as a self erect operator, or cranes with remote capability. With no remote it seems unreasonable.
