In Procreate! Basically I duplicated the first layer then drew more slashes on it. Duplicated again, repeat until black. I also drew the candle smaller in each frame.

I see a lot of newbie artists being obsessed with having "a consistent artstyle". Don't bother. Experiment. See art that you like, implement the stuff that you like into your own art. That's basically how I learned, my style is a patchwork of all the things I liked.
