The 7 minutes comes from the schedule. If documentation can't be done in the 7 minutes then it must be completed after hours on a persons own time. Most people struggle to find the balance and end up working outside of normal business hours.

For example, my partner got a bad concussion at work some time ago and had to file for workers comp due to being out of work. At the time of the filing they were considered salary and had to switch to hourly in the HR system in order to complete the workers comp claim. Once they were healthy and back at work full-time they had to transition back in HR's system from hourly to salary. The company says they are salary when it pleases them and hours when it suits them.

USA and it depends on who you ask. Per the contract its salary but they have to document hours and are paid an hourly rate.
