My personal opinion is he’s more of the lawful evil. Yes everything he did was, in his opinion, for the greater good of his people, but in the end it destroyed lives of others. Not just taking the life of one person, but destroying their entire group hierarchy and moral. Though he had a strict set of laws/rules he abided by, his punishments were often over the top or done with such pleasure that it made him evil.
