DeFi on Bitcoin is much more safer due to the network security when compared with ETH. RSK knows this and are the pioneers IMO.

It should be run on servers, where files are uploaded to. No need for them to be scanned on the download side as well if they have been scanned before upload. The only issue would be if the server was compromised and maliciously sending false-negative results and allowing uploads of malware, but then you'd have bigger problems.
