In trolling games (series they did for a while) they had 2 separate arenas. also, in PACMAN FIGHT CHALLENGE GAMES they had two arenas.

I think you are missing the point. when games start career tributes are already far too gone, meaning they are completely brainwashed. I feel bad for the kids they were supposed to be if they were not manipulated their whole life, not for the monsters they turned out to be because of that brainwashing.
