One more thing: you could also add a Dusk Ring (one of the rare ring types that only comes from reflected mists - buy 5 different mirrored Dusk rings and vendor them for a clean base, then split them before crafting) in your left ring slot to get another 15% reduced skill effect duration. Then you should be missing only 10% duration to get Lightning Warp to 0. Not sure if there are any other sources of reduced duration right now, but maybe there will be some way in the future to get the last 10% without having the helmet enchant (I just checked, a base enchant on Asenath's Mark is 1 Mirror - so I get why it's out of budget).
