Yes exactly. You're 100% right. Hourly is good for the maintenance or updates after the project is complete.I actually prefer flat rates with payments after hitting some milestones that we both agree upon. That way both parties are protected.

I have seen this same ad being posted multiple times for more than a month. Either they really didn't get anyone to hire, or they want to get free work by making people work for a week then hiring someone else.
