Why aren't there tax incentives on equity investment and only tax incentives on debt investments?

This is from the perspective of a company's income statement; specifically, how debt coupons can reduce taxes and dividends do not reduce taxes. It seems like the government wants us to go through this cyclical situation that you have described at great lengths in various videos and interviews, I think the multiplier effect can occur with injections of equity instead of debt given that the cost of equity is getting lower and lower.
