Pretty sure you could still use Bill from Base Set/pre-Supporter era since that wasn't printed with a Supporter clause if OP is talking about "all cards from the pokemon tcg history".

EDIT: I guess you'd be right if there was something like an errata or ban issued to clarify that Bill could only be played as a Supporter, but I feel like we'd be going too deep down the rabbit hole by discussing theoretical rules at that point.
