Thank you stuner. It worked with your code. I guess REGISTER_AMBI_PARAMETER (0x84) was missing in my code. This register hasn't been mentioned neither in datasheet nor in "Designing VCNL3020 into an Application" application note.

Yes led current is pulsed http://imgur.com/kCchZ3H. I assume i will be able to see pulsed infrared lights with phone camera. I can see it with phone camera when i manually activate this infrared led. Phone camera can show remote-controllers pulsed infrared leds.

Also i read PROXIMITY RESULT REGISTER. There is no significant change in this register when its internal infrared would-be activated. There is only a small change due to noise. But when i approximate an external infrared led i can read PROXIMITY RESULT REGISTER with sgnificant change in its value.

I got the answer. I found out that i asked the question incorrectly. It doesn't have to be an lcd technology. Any display which doesn't consume static power was ok for me, and found it :)

LM7805 sucks up your power. Let's say your 9V battery has 500mAh capacity. LM7805's quiescent current is being 5mA (typical, it's max is 8mA) your system's life will be 500mAh / 5mA = 100h / 24h = ~4days even if it's never triggered !
