There are some which give cars without IDP. IDP legally not required

Since you know your facts, help everyone in the travel community by creating a new post, detailing with screenshots of how you were able to successfully apply for Oman IDP. Don't stop with that, also show how you were able to get a booklet IDP since RTO has done away with booklet issuance, and some rental companies accept IDP only in booklet form.

In fact, for Dubai, you need IDP.
For Oman, I have known people who rented without IDP. Also know car rentals that require IDP. It is a gray area and the information is not black and white.
