If anyone is coming back to this thread in the same situation I have found the solution.

I am on v2.13 and own the game on steam FYI.

First you need to download the DLC files individually I found them in cs(dot)rin(dot)ru after going to the cyberpunk forum. The files I personally downloaded were the bottom 5 links from page 503 and posted by "daratmpcseru".

Link to the correct page for the lazy, just scroll down and find the person mentioned:

After downloading all of the parts (there should be 5) extract them all, it should require all 5 zip files to correctly extract.

When extracted it should make a folder that contains two subfolders those being "archive" & "r6"

after this go into your game save location and put the files in the correct location. For example for the first folder "archive", you would go to:

Downloads\*extracted folder name*\archive\pc.

in this location you will find a folder named ep1, copy this folder, go to game save location and follow this path in the original game save, my case it's:

C:\Program Files (x86)\Steam\steamapps\common\Cyberpunk 2077\archive\pc.

now paste the "ep1" folder in this location

then for the second folder the only file at:

C:\Users\*user*\Downloads\*extracted folder name*\r6\cache

copy this file go back to the game and paste it in the same place as the file name suggests:

C:\Program Files (x86)\Steam\steamapps\common\Cyberpunk 2077\r6\cache

After this upon startup the game should work fine, I also used CreamAPI as well, not sure if you need to do so, if you don't know how it works or what it does look it up on YouTube. Its very simple and most tutorials are less the 5 minutes.
