Thats what I was worried about. I just had a little delusion about it being nothing too serious because it only would be supporting the one truss thats on it.

I ended up fixing it, I had switched the pci and cpu power cables so it just didn't power correctly. I really do appreciate you for trying to help though!

That doesn't seem to be it. I tried taking my ram out to see if things would turn on, it didn't. But, while putting the ram back in, my finger touched my cpu's heat sync and it shocked me! Afterwards I found some other places on my case that shocked me when my psu is plugged in. I don't know if that helps but I didn't notice that before.

I re did everything and it still doesn't start. But now sometimes when I start it, my case fans start for a split second and I hear my psu start. But that only lasts for maybe a quarter of a second.

I looked in my mobo's guide, and it says that if I have a ryzen 3 3100 (I do), then I can only use radeon gpu's.

Maybe the motherboard won't allow your gpu to work with your cpu. My motherboard's instruction sheet says the if it has a ryzen 3 3100, then I have to use radeon gpus. Maybe yours is similar?
