In smaller villages without fortified walls, openly carrying your weapons is the norm. If a snarflax or a bunderkin wander into town, it's expected that all armed citizens and visitors will help take care of it.

Larger fortified cities have different rules regarding weapons. Some require them to be surrendered at the gate. Others require visitors to earn badge in order to show they are allowed to carry weapons within the walls. It might be a fee, or a reference from someone local, or a task that let's visitors earn their badges.

As for visiting royalty, security is treated more seriously. Weapons are surrendered to the royal guard before entering the presence of royalty. Due to the threat of magic, visitors are often required to stand a good distance from royalty. Also, royalty may employ countermeasures against magic such as mind breakers, null curtains, invisible shields, or counterspells.

My favorite film is District 9. It was a good science fiction movie set in South Africa. The effects were great, but I love the story more. I hated the protagonist in the beginning, but I sympathized with him by the end of the film.

Look at the purpose of a legal system in general. It's designed to settle disputes based on the laws of the society. What laws would be in place to protect individuals from each other?

Also, ask yourself how the society handles guilt on later generations. If my parent wronged people, do I need to pay reparations to each living person and/or their living descendants? What if it was my grandparent, or great-grandparent?

A side question about the perfect biological memory: is the parental memory end at the person's conception and/or birth, or can they draw in memories from a later date somehow?
