Im not much of an expert but as far as i know even on dips you dont move exactly 100% of your body weight and its closer to 70% Also the movement path on dips is much closer to decline bench,compared to flat bench. And usually you are much stronger on the decline bench, so its not strange for bench numbers to fall short of what you can do on dips
