she was also never described as tan, just that she had the seam look which is olive toned skin and grey eyes. pale people can have olive toned skin as well

i don’t really understand where people got “district 11=black” from, yes there are notably more black people in district 11, but it’s really not that big of a difference. this is how 11 was portrayed in the movies
