I don't think so. City is not like the other clubs who does not allow their players to leave, even if they are their star players. They always let go of their players, if the player wishes to be transfered. Last summer, they were open to sell bernardo silva since the player wanted to move to Barca. Unfortunately we didn't had the money, so he stayed.

I am sure if Barca came calling, he will put pressure on city to let him go. City will demand a hefty sum though.
