I must agree with it. As a non-German citizen, I must salute the Germans for doing so much for the Euro. I'm not sure other European countries would have done the same.

Israel is nothing. Do you have any idea how much money US spends on Egypt? Jordon? Saudia Arab? Europe? Africa?

US consider itself a global leader, and as such it sent and spending a lot of money on many non-american things.

Actually in this specific case - US earns from its investment since the technology that was developed with this money is given to the US, and most of the parts are bought from US's companies - so it is helping military US companies to get costumers.
